I am going to college in Washington in the fall, so me and my car will be there for nine months out of the year, and I was wondering which state i need car insurence for (since California is my perminate state of residence) also same question for registration.

my friend was rearended,the cop did not ask for the insurence card,my friends car was rearended and totaled,would the person who hit my friends car be responsible to pay the damages,my friend has a wip lash,has no car insurence,would my friend also loose his or her licence
